Follow these step to clear cookies in Safari:

Macs use a software program called Preview to open PDF files, and some versions of it will not open password-protected PDFs properly (i.e., they may show the first page, but not subsequent pages). Try installing the Adobe Reader; it can be downloaded from https://get.adobe.com/reader.
