To create permalinks in IEEE Xplore, from any item's profile page, look for the DOI field beneath the abstract and next to the publication information.
Right-click the DOI hyperlink and click Copy link address. The copied URL should contain the proxy information and can be used as a permalink. Note: Copying the text of the DOI rather than right-clicking and copying the link address will not generate a permalink with the required proxy information.
