Air Traffic Control/Management

This is the 15th edition of Annex 11. It pertains to the establishment of airspace, units and services necessary to promote a safe, orderly, and expeditious flow of air traffic. Its purpose is to ensure that flying on international air routes is carried out under uniform conditions designed to improve the safety and efficiency of air operation. This annex and others may be accessed in the ICAO eLibrary database.

JO 7110.65Z (June 2021) - This FAA order prescribes air traffic control procedures and phraseology for use by personnel providing air traffic control services. Controllers are required to be familiar with the provisions of this order that relate to their operational responsibilities.

These procedures are complementary to the Standards and Recommended Practices contained in Annex 2 and Annex 11 and specify, in greater detail than in the Standards and Recommended Practices, the actual procedures to be applied by air traffic services units in providing the various air traffic services to air traffic.

This book proposes secure schemes to address security challenges in secure automatic dependent surveillance-broadcast systems (ADS-B) from five different angles. First, the authors examine encryption schemes applied to the ADS-B environment for protecting messages confidentiality. Second, they propose an ADS-B broadcast authentication scheme with batch verification by employing an identity-based signature. Third, they present ADS-B broadcast authentication scheme based on a digital signature with message recovery, which provides a feature that the message is recoverable from the signature. Fourth, they propose a new cryptographic solution to ADS-B security. Finally, they propose an accurate and efficient cognitive aircraft location verification scheme preserving aircraft location privacy by utilizing a grid-based k-nearest neighbor algorithm.

Effective radio communication between ATC and pilots has long been recognized as an important element of aviation safety. Using an effective and economical experimental paradigm, the research described here teases apart the complex combination of factors (e.g. speech rate, controller message length, English language proficiency, cognitive workload) believed to contribute to miscommunications between controllers and pilots. Each day, the Federal Aviation Administration (FAA) controls the take-offs, landings, and flights of over 50,000 aircrafts. To accomplish this mission safely and efficiently, the FAA must have a sufficient number of adequately trained air traffic controllers working at its air traffic control facilities. Over the next decade, the FAA will need to hire and train nearly 17,000 controllers to replace over 15,000 current controllers, most of whom will be retiring.
